BYLAWS
BLACK HILLS RETIRED SCHOOL PERSONNEL

ARTICLE 1. Name
The name of the organization shall be Black Hills Retired School Personnel
(BHRSP).
ARTICLE II. Purpose
Section 1. To serve as a local unit of the South Dakota Retired School Personnel
(SDRSP) and maintain affiliation with National Retired Teachers Association
(NRTA).
Section 2. To help retired school personnel maintain identity with and further the cause
of education.
Section 3. To help advance the interests and welfare of the retired in the state and local
community.
Section 4. To foster good fellowship among retired school personnel.
Section 5. To cooperate with NRTA by promoting membership, legislation,
national projects and programs.
ARTICLE III. Membership
Section 1. Active membership shall be open to any retired person formerly
employed as a professional educator, administrator, or support staff, who, upon
the payment of dues shall be eligible to assume active membership with rights to
vote, hold office and, when so authorized by the President or the Executive Board,
represent BHRSP. Active members shall be members of BHRSP.
Section 2. The non-educator spouse of a member may become a member upon
payment of annual local dues.
ARTICLE IV. Fiscal Year
The fiscal year of BHRSP shall be July 1 to June 30.
ARTICLE V. Officers
The officers of BHRSP shall consist of President, Treasurer, Secretary, Program
Chair, and Membership Chair all of whom shall maintain active membership in
BHRSP and SDRSP during their term of office. Each office shall be elective and
shall be held for a term of two fiscal years, not to exceed two terms.
ARTICLE VI. Election of officers
Section 1. Presentation of the list of candidates for office shall be made by the
Executive Board at the March meeting.
Section 2. Election of officers shall occur at the April meeting and installation of
officers at the May meeting.
ARTICLE VII. Duties of officers
Section 1. President
a. Preside at all meetings.
b. Select Standing Committee Chairs soon after election and special committees as
the need arises.
c. Add/update unit officers on the SDRSP website.
d. Email a list of unit officers and committee chairs to the local BHRSP Webmaster.
e. Review bills for non-budgeted items costing over $100 and present to the
membership to authorize for payment.
f. Attend state meetings, workshops, regional and national meetings when possible.
Section 2. Treasurer
a. Receive and deposit all monies of BHRSP.
b. Pay all bills upon the authorization of BHRSP.
c. Keep all financial records on file for four years.
d. Give complete Treasurer’s report at each meeting, which includes monies in the
checking account, savings account and certificates of deposit.
e. Report names of new and renewing members to the membership chair.
f. Submit an annual report before auditing takes place.
g. Develop efficient method of keeping records, bank accounts, and dues received.
h. Chair the budget committee.
i. Pay approved expenses for members to attend annual state conventions.
j. File the 990-N (ePostcard) with the IRS by the 15 th day of the fifth month
(November) after the close of the fiscal year.
k. Accept and disperse Keystone School monies using the BHRSP account as a
repository.
Section 3. Secretary
a. Record and file minutes of each general and Executive Board meeting. Provide a
copy of the minutes to the President.
b. Present minutes at each general and Executive Board meeting.
Section 4. Program Chair
a. Preside at meetings in the absence of the President.
b. Serve as Program Chair and provide interesting and informative programs on
various topics.
c. Provide a thank you/gift to the guest speaker.
d. Perform other duties assigned by the President.
Section 5. Membership Chair
a. Substitute for President and Program Chair in their absence.
b. Recruit new members, keep a record of members (active, dropped and deceased)
and their contact information, and supply this information to the state membership
chair and the BHRSP President.
c. Organize the Memorial Service to be held at the May meeting.
d. Perform other duties assigned by the President.
Section 6. Officer Duties
a. Each officer shall develop action to resolve the needs of their specific committee.
b. Each officer shall give to their successor a job description with details of
procedures used in past years.
ARTICLE VIII. Meetings
There will be eight meetings a year. Meetings shall be held at a date and place
determined by the Executive Board. Meetings shall be held September through
May, except December. When deemed necessary for additional meetings, the
President upon the recommendation of the Executive Board may call them.
ARTICLE IX. Quorum
The members of BHRSP present at a regular scheduled meeting shall constitute a
quorum.
ARTICLE X. Executive Board
Section 1. The Executive Board shall consist of the elected officers.
Section 2. The Executive Board shall meet prior to each regular meeting. The officers
present shall constitute a quorum.
Section 3. Committee Chairs are invited to the executive meetings at the invitation of the
Executive Board.
Section 4. The Executive Board shall prepare a list of officer candidates for the following
year. This list shall be presented at the March meeting.
Section 5. The Executive Board shall create and fill other positions as deemed necessary.
ARTICLE XI. Committees
Section 1. Standing committees and their duties
a. Auditing Committee shall consist of three members and make an annual audit of
BHRSP books and report at the September meeting.
b. Budget Committee shall present a budget to the Executive Board for approval in
July or August. The budget will be presented to the membership for approval at
the September meeting.
c. Calling Committee shall notify members of time and place of meetings and report
illness to the Card Chair.
d. Community Service Committee shall keep members informed as to the pertinent
community activities and needs, keep a record of members’ volunteer hours, and
report the total hours to the state chair annually.
e. Legislative Committee shall inform members of legislation affecting retired
school personnel.
f. Publicity Committee shall publicize the time and place of meetings through the
news media and provide interesting news releases when feasible.
g. Registration Committee shall handle registration and name-tags.
h. Social Committee shall be in charge of refreshments for each meeting and shall
assist with hosting.
i. New Retirees Committee shall contact newly retired school personnel with
congratulatory letter/invitation to a special event.
j. Card Committee shall send cards to members who are ill or to a member’s
family upon death.
k. Keystone School Committee shall recruit and organize volunteers to teach and
assist at the Keystone School. The event occurs in May.
l. Grandparent Essay Committee shall find participating schools and
provide information to fifth grade teachers. The committee will serve as judges
for the essays submitted. Prizes will be awarded.
m. Webmaster Committee shall maintain and update BHRSP website with current
information.
Section 2. Committee Duties
a. Each committee shall develop action to resolve the needs of their specific
committee.
b. Each committee shall give to their successor a job description with details of
procedures used in past years.
c. Each committee member shall be an active member of BHRSP and SDRSP.
ARTICLE XII. Amending of Bylaws
Section 1. These Bylaws may be amended by a two-thirds affirmative vote of the
members present, provided the proposed amendment has been provided to the
membership at least thirty (30) days prior to the meeting.
Section 2. Unless otherwise provided prior to its adoption or in the motion to adopt, an
amendment to these bylaws shall become effective at the close of the meeting at
which it shall have been adopted.
ARTICLE XIII. Parliamentary Authority
Meetings shall be conducted according to Robert’s Rules of Order, Newly
Revised.

STANDING RULES
BLACK HILLS RETIRED SCHOOL PERSONNEL
Amended March 8, 2022
1. Awards: SDRSP Bylaws provides for annual recognition award as follows:
Florence Krieger Award
Certificate of Outstanding Service
Reminiscent Teachers Certificate
President’s Awards.
Such awards are administered by SDRSP.
2. IRS: On February 13, 1982, the minutes showed that BHRTA was tax exempt under Section 501C (6).
On October 19, 1992, minutes showed non-profit status under Section 501C (4). Employer ID #46-0354548.
On September 11, 2007, the IRS form for #501C, #46-0354548 was signed and sent; copy in president files.
On February 19, 2016, we received a letter from the IRS linking our EIN #46-0354548 with our new name Black Hills Retired School Personnel.
3. Dues: The annual dues of active and associate members shall be five dollars ($5.00) a year as recommended by the Executive Board and approved by a majority of the members present. Dues paid any time from August to the following April are for that year.
4. Ticket Sales: Ticket sales for a special event and any fundraising event shall be available up to one week prior to the event. All ticket sales shall be final.
5. New Retirees: BHRSP will honor new retirees with a congratulatory letter/invitation to a special event.
6. Communications Table: All forms of written communications shall be displayed on the communications table.
May include such items as minutes, treasurer’s reports, and volunteer opportunities.
7. State Convention Reimbursement: Following each annual state convention, the BHRSP president will give a list of the unit members who attended the convention to the unit treasurer (attendees must have attended the full convention). Those attendees, with the exception of the state board members, will receive a check, determined by the total amount collected from fundraising events divided by the qualifying attendees.
8. Volunteer Hours: Administered by SDRSP. Bulletin # 10-99 established two categories:
a. Hours with children and youth
b. All other volunteer hours.
Community Service Chair shall send an annual report to South Dakota Retired School Personnel
Community Services Committee Chair.
9. Amendments: These Standing Rules may be amended at any meeting by a majority of members present. No prior notice to the membership shall be required. Any amendments to these Standing Rules shall become effective at the close of the meeting at which it shall have been adopted.
